Apparently, It’s possible Zacharie might be the masked man (from the in game story) who killed the Toad King and made his mask from the corpse of the King.

But… After Zone two, directly after Valerie is killed(by Japhet), Zacharie shows up in a cat mask that looks exactly like Valeries face. 

                          

The Judge is seen in zone two afterwards Searching for his Brother, or his Brothers Corpse. Which is nowhere to be found.
